This is a 36-page article from the Harvard Journal of Law & Public Policy (Spring 1999) by Charles Wood, arguing: (1) the Constitution neither requires nor prohibits the current practice of counting illegal aliens for political apportionment, or the currently applied birthright-citizenship rule providing that the U.S.-born children of illegal aliens automatically become U.S. citizens at birth -- and therefore (2) the current census practice and the currently applied citizenship rule may be changed by Federal statute.
